For instance, the Government of India has been providing incentives for WtE projects, in the form of feed-in tariffs and capital subsidies. In March 2018, Japan set aside JPY 5.01 billion of grant for the plan to construct and manage waste-to-energy facilities in Davao city.

Though the waste-to-energy market is progressing at a steady rate, several factors, such as the high setup cost, availability of alternative technologies, strict environmental guidelines, and the opposition from environmental groups & local communities, are restricting the market growth. A comparatively smaller WtE plant (with the capacity of processing 75,000 ton per annum) could cost around $28.5 million. For example, the WtE plant in the city of Foshan, with a capacity of 462,000 ton per year, had an investment cost of $120 per annual capacity ton, while the plant in Shanghai, with the capacity of 495,000 ton per year, had an investment cost of $282 per annual capacity tons.
